Do they say that each actress is returning? No. The articles state that they would never say never to a return if asked. Truth is, they haven't been asked, and each actress is now committed to other professional concerns, for the moment.
As far as Janus is concerned, she's simply being professional. She won't trash-talk the programme which elevated her already high profile and ensured her of getting a variety of work post-Ronnie. Besides, the character could never return to Walford because of the Moons, who've asked that her probation restrictions prohibit her from returning to the area where they live with Tommy. There's no way EastEnders could believeably deal with that.
Womack is simply being non-committal and letting everyone know that, if the occasion arises in the future, and she's doing nothing better, she might be tempted to return.
With Ainsworth, again, does the article say she's returning? No. Does it say that she, or even Womack, has been asked? No again, to both women. As well, Ainsworth is committed to other professional endeavours at the moment, but she's throwing out a hint that it's easier for her to do a soap now her kids are of schoolage ... just in the event they might want a fortysomething blithering idiot with hunched shoulders to rival Jean back in Walford.
At the moment, they don't.

The only article which mentions that an actor has been asked definitely to return is the article about Barbara Windsor. The actress, herself, states this as fact, and no one at EastEnders has retracted it. If any former character returns to this soap, it will be Peggy; because she's the only one who's been asked.
The rest is just speculation.
