Part of Lucy's problem is Ian, and that's got nothing to do with Ian "abandoning" her and Bobby; in fact, it's got everything to do with the fact that Ian spoiled her relentlessly, to the point that whenever he tried to instill any sort of discipline, she reacted adversely and inevitably got her way.
The earliest storyline to concern Lucy was the fact that she was left behind by her mother when Cindy tried to kill Ian and was frantically escaping the country - aided and abetted by that "nice" Barry Evans. Because of Pat's quick thinking, Cindy was unable to get to Lucy and left the country with Steven and Peter in tow.
The next storyline, a few years later, saw Lucy being used remorselessly and relentlessly by Ian in a desperate attempt to keep Mel onside as his fiance. Remember the Milennium non-wedding, when Mel found out that Ian had been lying for months about Lucy having cancer just to prey on her sympathies and to keep her with him?
Fast forward to the era of Jane, when Lucy was at her worst. She regularly defied Ian. She took advantage of Jane's initial insecurity to push the parameters, knowing that Jane would always side with her against Ian - even moreso after the introduction of Christian into the family, who took pleasure not only in mocking Ian, but also in encouraging the twins to do so - thus, undermining Ian as a parental figure.
Lucy engaged in this behaviour so much that Ian handed responsibility for her over to Christian, who subsequently had to admit he couldn't handle her attitude. Because of Lucy, Steven was re-introduced into the family dynamic, which resulted in Jane getting shot and being rendered infertile. Lucy, basically, did what she wanted, including hosting a party in Ian's absence which did thousands of pounds damage to the Beale house; upon discovering this, she mocked him and slapped him - which got her, finally, a slap back ... and an apology from Ian.

She got pregnant by Leon, promised Jane the baby and then reneged on the promise, getting Ian to accompany her for an abortion, whilst lying to Jane that she'd had a miscarriage - a lie which Ian promoted. To cap all of that, she got caught cheating on her GCSEs and left Walford in disgrace.
Lucy thinks she's seen it all because she's "run three businesses" when she's only 18 years old. That's a load of bullshit. She was running these businesses into the ground, being bullied by Derek and pestered by bill collectors and feeding Bobby a diet of cold chips until the walking wooden phallus AKA Joey Branning smelled a sucker who'd be putty in his greasy little hands after a good fuck.

Joey's got daddy issues. Lucy's got daddy issues. But Joey's issues are simply that he's just like his old man - he's a liar, he's manipulative, he's violent, he's dishonest and he has a fetish for his sister. And now that Lucy's got her greedy little hands on Ian's empire, it's only a matter of time before Joey's rifling through her assets (but not her ass), kicking her to the curb and fucking Whitney, who might be greasy but who at least has a cushion for the pushin' and love handles.

Lucy sabotaged that relationship from day one - planting drugs on Mandy, ruining two designer wedding dresses, assuming that Lucy's mother - L Stephens - was a man; all the time watching Ian's behaviour becoming more and more erratic, not knowing the awful secret about Ben he harboured, until she forced him at the worst possible moment to make a decision he simply couldn't fathom at that particular time - and that's what tipped him over the edge.
As many people have pointed out, it was obvious even to the most cravenly idiotic of people that Ian was suffering from a breakdown when he returned, that he was ill; but as I've stated, Lucy's not the brightest light bulb in the pack - and that's being nice. Maybe the right thing for Alfie, Max and Tanya to have done was to have taken Ian to hospital and have him admitted. At least, then Lucy could have seen him in hospital and made the obvious connection:-
